Hung-Yi Chen

Prof. Hung-Yi Chen combines deep legal expertise, business acumen, and global perspective. After earning his Doctor of Laws from Nagoya University (Japanese Government Scholarship), he served as researcher and Asia-Pacific representative at the Cambridge Centre for Alternative Finance, and as MBA Director and Executive Education Director at Zhejiang University's International Business School (ZIBS), spanning business management, global strategy, and technology applications. He now leads Meta Intelligence, providing AI and quantum computing software development and strategic consulting.

During his tenure at Cambridge (2017-2019), he served as regulatory advisor to the World Bank, the United Nations Secretary-General's Special Advocate for Inclusive Finance (UNSGSA), the UK Foreign & Commonwealth Office (FCO), the Asian Development Bank Institute (ADBI), KPMG, and the CME Group Foundation. He directed fintech policy research across 10+ countries in the Asia-Pacific region, co-authoring 6 globally influential research reports.

At Zhejiang University, he taught Global FinTech, FinTech Regulatory Law, International Business Law, and Corporate Social Responsibility. He represented the university in dialogues with 2005 Nobel Economics laureate Robert Aumann and 2020 Nobel Economics laureate Robert Wilson.

He curated the "FinTech Thought Leaders" global seminar series featuring Mastercard Vice Chairman Ann Cairns, Abu Dhabi Global Market CEO Richard Teng, former World Bank CTO Lesly Goh, and 50+ international leaders and scholars, reaching 300,000+ cumulative audience.
